Stakeholder Consultation Meeting on the Draft UNSDCF Framework 2027-2031

On November 11, 2025, the Tripartite Steering Committee, led by Ms. Sasithon Palattadej, Deputy Secretary-General of the National Economic and Social Development Council, Ms. Pinsuda Chainam, Director-General of the Department of International Organizations, Ministry of Foreign Affairs, and Ms. Gita Filbry-Stohr, UN Resident Coordinator in Thailand, co-chaired the Multistakeholder Consultation on the Draft Outcomes and Outputs of the UNSDCF 2027-2031 at the United Nations Conference Center in Bangkok. The meeting was well attended by representatives from government agencies, private sector, civil society, and academic institutions.

The meeting aimed to discuss and gather in-depth feedback on the draft United Nations Sustainable Development Cooperation Framework (UNSDCF) 2027-2031, which was developed based on principles of inclusivity, leaving no one behind, and alignment with Thailand’s development context. The new UNSDCF draft comprises three main outcomes: Outcome 1 Equal access to social and economic opportunities, Outcome 2 Participation in and benefits from a fair, inclusive, and environmentally friendly economic transition, and Outcome 3 Participation in and benefits from effective governance that promotes gender equality and human rights, aligned with the Peace and Partnership dimensions.

During the meeting, the UN Country Team representatives presented key elements of the draft UNSDCF, which will serve as the cooperation framework between Thailand and the United Nations for the next 5 years. The meeting included breakout sessions for each of the three outcomes, allowing stakeholders from all sectors to provide comprehensive feedback. This input will be used to improve the cooperation framework to better address the country’s development needs more effectively and inclusively. The key discussion points were as follows:

Outcome 1 Proposed additions include issues regarding equal access to welfare and basic services, particularly for vulnerable groups, considering sustainable natural capital allocation and utilization, along with developing mechanisms to address economic and social uncertainties. Additionally, there was emphasis on community participation in the development process using community-driven approaches.

Outcome 2 Suggested expanding the sustainable food systems concept beyond agriculture to include environmentally friendly production, processing, and consumption, along with efficient waste management, promoting access to resources and services for persons with disabilities, developing sustainable financial systems, promoting nature-based development approaches, and managing loss and damage from disasters and climate change to build long-term resilience in Thailand’s economy and society.

Outcome 3 Recommended focusing on creating mechanisms that enable meaningful participation from all sectors at every level of the development process, along with establishing effective checks and balances to enhance government transparency and accountability. Additionally, proposed promoting integrated cooperation among government agencies for better coordination and coherence, and ensuring that public voices and roles in policy-making processes are meaningful and genuinely analyzed.

The stakeholder recommendations from this meeting will be incorporated into the new UNSDCF framework to ensure it genuinely addresses sustainable development and reflects public priorities and needs. This meeting served not only as a forum for exchange of ideas but also as a crucial mechanism for strengthening multi-stakeholder cooperation in driving concrete results
